The Student Council is the name of the student government organization. 
It is a means of communication among the students, administration and faculty.

 The council offers an excellent opportunity for good citizenship training.  Members learn how to conduct themselves as worthy citizens of the high school under a variety of experiences that will permit them to contribute  and to develop leadership.  The council makes a tremendous contribution to Mother Seton High School by helping to clarify regulations, by influencing students to conform to school rules by working for the general improvement of attitudes toward, and respect for, high standards of conduct and by sponsoring several social events for the student body.  The specific aim of the Student Council is to become the central organization in the school life of the Mother Seton Regional High School student.

CONSTITUTION
ARTICLE I - NAME

1) The name of this organization will be the Student Council of Mother Seton Regional High School

ARTICLE II - PURPOSE

1) To promote the general welfare of the school and to strengthen relationships among the members of the Student Council and the Faculty.
2) To act as a means through which students may voice their opinions and desires with regard to the current policies and procedures of the school.
3) To aid in the development of school spirit.
4) To promote unity among members of the student body.
5) To promote civic as well as intra-school activities.

ARTICLE III - MEMBERSHIP

1) The Student Council will consist of the following:
a) President
b) Vice-President 
c) Secretary
d) Treasurer
e) Publicity Chairwoman
f) Class Officers
g) Two representatives from each homeroom

2) The Student Council Executive Board will consist of the following:
a) President
b) Vice-President
c) Secretary
d) Treasurer
e) Publicity Chairwoman
f) Class Presidents
 3) Class Officers will consist of the following: 
a) President
b) Vice-President
c) Secretary
d) Treasurer
e) Publicity ChairwomanARTICLE IV - GOVERNMENT
1) All power of the Student Council is delegated to it by the school administration.2) The President of the Student Council has the right to veto any Council action she deems necessary.  She may do so  only after careful thought and discussion with the moderator.  A two-thirds majority vote against her veto will overrule her veto.

ARTICLE V - DUTIES OF OFFICERS

1) The President of the Student Council will:
a) Schedule and preside at all business meetings of the Student Council.
b) Exercise the power of veto when she deems it necessary.
c) Appoint committees to act within the Council and the student body.
d) Disband inactive committees.
e) Act as chairwoman of the Executive Board.
2) The Vice-President of the Student Council will:
a) Assume all the duties of the President in her absence.
b) Act as Parliamentarian for the Student Council meetings.
c) Act as chairwoman of the activities branch of the Student Council.
3) The Secretary of the Student Council will:
a) Attend all business meetings of the Student Council. 
b) Record and report accurately the minutes of all the meetings.
c) Record the attendance of members at all council meetings.
d) Attend to all correspondence of the Student Council.
4) The Treasurer of the Student Council will:
a) Attend all business meetings of the Student Council.
b) Keep an accurate account of all funds.
c) Give a financial report at each business meeting.
5) The Publicity Chairwoman of the Student Council will:
a) Attend all business meetings of the Student Council.
b) Be responsible for all publicity of each Student Council activity.
c) Work with the school publicity person to submit articles for local newspapers and radio stations.
d) Coordinate the activities of the publicity chairwoman of each class level.

ARTICLE VI - EXECUTIVE BOARD

1) The Executive Board should meet with the Moderator at least once a month.2) The Executive Board may make suggestions with regard to the selection of the Student Council Moderator and the class officers may do likewise  in the selection of their class moderator(s).

ARTICLE VII - MEETINGS

1) The Student Council will meet twice a month.  Special meetings may be called by the President or by the Moderator or by at least one-fourth of the members of the Student Council.  These Student Council meetings will be open to any girl in the student body who is free to attend.  Student Council members alone have the right to vote.
2) All business meetings will be conducted according to the rules of Parliamentary Procedure.  Robert's Rules of Order will be used as a guide.

ARTICLE VIII - OFFICER REQUIREMENTS
1) Any student in the Junior Class is eligible to seek the office of President, Vice President, or Publicity Chairwoman of the Student    Council.
2) Any student in the Sophomore Class is eligible to seek the office of Secretary or Treasurer of the Student Council.
3) If there is not a sufficient number of applicants on a given class level, the moderator may open the Student Council offices to the next class level.
4) Each student must submit her name, grade, and the office she is seeking by the required date announced for that year.
5) Each candidate must be approved by a Student Council-Faculty  Committee.6) Each candidate must give an approved speech to the student body or to her class if she is seeking a class office.  This speech must be handed in to the Student Council Advisor by the designated time.
7) Each candidate must attend a leadership training session after school on the date designated each year and must follow the    guidelines presented at this workshop.
8) As Student Council Offices and Class Offices require a commitment of time, only students who are currently passing all     their courses are eligible to run for these positions.

ARTICLE IX - CAMPAIGN PROCEDURES

1) For Student Council Executive Board Officers:
a) Campaigns begin one week prior to elections. 
b) Good taste must be exercised in campaign publicity.
c) After speeches, presidential candidates may hang posters on non-painted surfaces with masking tape only.  All candidates may hand out paper buttons.  Commercial buttons are not permitted.
d) All candidates must follow specific campaign guidelines as outlined in the leadership training seminar.
2) For Class Officers:
a) Campaigns begin one week prior to elections.
b)  Good taste must be exercised in campaign publicity.
c) After speeches, presidential candidates may hang posters on non-painted surfaces with masking tape only.  All candidates may hand out paper buttons.  Commercial buttons are not permitted.
d) All candidates must follow specific campaign guidelines as outlined in the leadership training seminar.
3) For Homeroom Representatives:
a) Homeroom representatives and their alternates do not campaign and are elected by their homeroom members.
b) Representatives should, however, acquaint homeroom members with their values and opinions.ARTICLE X - ELECTION PROCEDURES1) Student Council Officers:
a) Elections of the Executive Board will be held in May of each school year.
b) Primaries will occur if three or more students are seeking the same office with the exception of the President/Vice President ticket.  Primaries will occur if five or more students are running on the President/Vice President ticket.
c) Elections are held by secret ballot.
d) Votes of outgoing seniors will count as one-half vote each in representation of the incoming freshman.2) Class Officers:a) Elections of Class Officers will be held in May of each school year, after the election of the Executive Board of the Student Council.
b) Primaries will occur if three or more students are seeking the same office with the exception of the President/Vice President ticket.  Primaries will occur if five or more students are running on the President/Vice President ticket.
c) Elections are held by secret ballot.
d) Class elections for incoming freshmen will be held in October.
3) Homeroom Representatives:
a) Elections of two representatives will be held in September of each school year.
b) Primaries will occur if five or more students are seeking this office.
c) Elections are held by secret ballot.

ARTICLE XI - COMMITTEE
1) Appropriate committees will be formed as needed and they shall elect their own chairwomen.
2) Committee chairwomen are to hold meetings of their committees to collect ideas to present to the Student Council and to carry out the plans approved by the Student Council.

ARTICLE XII - AMENDMENTS
1) Amendments may be suggested in writing and signed by any member of the student body, but they must be approved by the Student Council.
2) A two-third majority vote will be necessary to approve any amendment.

ARTICLE XIII - IMPEACHMENT

If any member of the Student Council fails to perform her duties, she will be brought before the Executive Board, who after sufficient proof of irresponsibility and after consultation with the Moderator and with Administration, will dismiss her.  A new member will be appointed by the Executive Board for the duration of the term.
